The answer to your question, from the collected works of roman Kupchinsky;...This attitude, common among former Soviet bosses, large and small, was so inbred in Kuchma and Derkach [and AST] that they themselves did not bother to question it. They assumed that Americans were idiots and therefore could be easily fooled. I suspect that they still believe this to a large degree, but are beginning to have some doubts as time goes by.

MR. BURNS: Good afternoon. Welcome to the State Department briefing. I have a couple of announcements to make before we go to your questions.
The first pertains to the Secretary's schedule. As you know, the Secretary is having lunch now with the NATO Secretary General, Mr. Solana. Tomorrow, the Secretary will host for lunch, Leonid Kuchma, the President of Ukraine who is making a visit to the United States. President Kuchma will be meeting with President Clinton tomorrow and also will be here at the State Department for a working lunch with delegations on both sides.

This is a very important meeting. President Kuchma is reformed-minded. He's made dramatic steps on economic/political reform, constitutional reform, in Ukraine. He is a major friend and ally of the United States. Ukraine is certainly a priority for the United States.
