  We are delighted to invite you to a major conference on Civil Society in Ukraine that is being co-hosted by the Institute for European, Russian and Eurasian Studies at George Washington University’s Elliott School of International Affairs and The Carnegie Endowment for International Peace. The conference will be held on April 7-8, 2003 in Washington, D.C.
  
  The purpose of the conference is to bring together leading individuals from a broad spectrum of Ukrainian society involved in academia, NGOs, think tanks, political parties and the private sector with counterparts in Washington to discuss developments within Ukraine as well as strategies for strengthening civil society.
  
  In developing this conference, we are working together closely with the U.S. State Department, the White House, and the American Embassy in Kiev in order to ensure high level participation from Ukraine and the United States.
  
  Given your important role in this area, we would be grateful if you could participate as listed on the attached tentative conference agenda.
  
  Also attached is information regarding travel to the conference. We sincerely hope that you can join us for what promises to be an extraordinary event.
