Ottawa -- I was surprised by your editorial (Feb. 19) concerning the internal politics of Ukraine. It draws attention to the tragic story of
journalist Georgy Gongadze, whose disappearance suggests the involvement
of the Ukrainian government, headed by President Leonid Kuchma.
The question arises: Does The Globe believe in the presumption of innocence?
The ongoing investigation of the matter is being conducted openly by Ukrainian authorities. Ukraine is interested in the full and impartial examination of the taped conversations and of the headless body found near Kiev.
The troubling aspect of the editorial is that it suggests a potential review of Canada's attitude toward Ukraine. It is not worthwhile to project the internal politics of Ukraine into the sphere of international relations.
Give Ukraine a chance to resolve the situation on its own.

Trent University -- In his letter of Feb. 24 (Ukraine Is Handling It), the
Ukrainian ambassador, Mr. Yuri Scherbak, admonishes The Globe and Mail for
not having the patience to wait for the results of the investigation into
the disappearance of the journalist, Georgiy Gongadze, being conducted by
Ukrainian authorities.
"Does The Globe believe in the presumption of innocence?" he asks.
Certainly, people in the West believe in the presumption of innocence, but
they also believe in the necessity of an impartial, transparent, and
credible investigation. Ukrainian authorities have yet to demonstrate much
real interest in the latter.
What troubles so many observers around the world is that the investigation
is being conducted under the auspices of the same authorities who have been
implicated by the infamous "tape recordings" allegedly made in President
Kuchma's office.
As Robert Menard, the general secretary of Reporters without Borders, an
international watch-dog agency which has consultative status with the
Council of Europe, concluded after his delegation's official visit to
Ukraine in January, the General Prosecutor's Office seems much less
interested in investigating the case than it does in clearing certain
officials of responsibility and smothering the story. And this, more than
anything, raises questions about the way in which Ukrainian authorities plan
to "resolve the situation."

Toronto -- Yuri Scherbak, Ukraine's ambassador to Canada, shows that he has little knowledge of the prescribed function of a free press in a democratic country, which is its right to draw to the attention of the government matters of importance, especially where a country is seen to contravene democratic principles.
It is to the credit of The Globe editors that they are on the alert for flagrant transgressions of journalistic freedom wherever they may occur. Further, it is not The Globe which has (to quote the ambassador) projected "the internal politics of Ukraine into the sphere of international relations," but the actions of the Ukrainian government itself.
