KYIV, Mar. 13 (AP) - Amid mass protests demanding his resignation, Ukrainian President Leonid Kuchma criticized parliament for being slow to implement a plan that would significantly expand his powers, a news report said Tuesday.
In an annual message to parliament, the Verkhovna Rada, Kuchma urged lawmakers to approve the plan, which stems from a national referendum last spring. Kuchma's bill would also reshape parliament into a leaner, bicameral legislature - all measures that Kuchma maintains would make Ukraine's government more effective.
“A lack of political responsibility among some of the lawmakers puts the implementation process on the brink of a breakdown,” Kuchma said in the message, according to the Interfax news agency.
He added that his bill aims at “deepening the democratic fundamentals of society's development.”
The proposal comes amid a deep political crisis that engulfed this former Soviet republic late last year. A once-united parliamentary majority has split into disputing factions after some parties defected to a movement against Kuchma.
Opposition parties launched an anti-Kuchma campaign in December, following allegations he was involved in the killing of a critical journalist. Kuchma has denied any role in the disappearance and death of the journalist, Georgy Gongadze.
Numerous protests have been held in Ukraine over the past months, with the bloodiest one taking place in the capital Kyiv last week, when numerous protesters and police officers were injured.
