Strasbourg, 01.03.2002 - A five-member[1], cross-party pre-electoral delegation of the Parliamentary Assembly of the Council of Europe visited Ukraine from 27 February to 2 March 2002.
The delegation was informed of legislative preparations for the forthcoming election on the basis of the new electoral law. However, it regretted that legal instruments needed to enforce this otherwise good law were missing. The delegation was greatly alarmed over repeated allegations of abuse of power through the improper use of government resources, referred to in Ukraine as the “use of administrative resource” by the pro-presidential forces, particularly in outlying regions. It took note of the numerous complaints to this effect made to the Central Electoral Committee. Another cause for concern was a pronounced imbalance in the media exposure available to various blocs and parties. It regretted allegations of administrative harassment and outright intimidation.
Another major source of concern was the inadequate composition of local electoral commissions, which resulted in a situation where 60 per cent of these were fully controlled by pro-presidential forces. Most importantly, the delegation was extremely concerned by the complete lack of political dialogue, the high degree of tension and mistrust among political forces, and a general lack of confidence in the democratic process.
The delegation brought these observations to the attention of the Chairman of the Central Electoral Commission and stressed that it expects proper investigation and corrective action to be taken ahead of the March 31 elections in order to ensure that the vote is a true expression of the free will of the people. It called upon all political forces in the country to drop mutual recriminations and to engage in a constructive political dialogue which would allow the forthcoming vote to be a true reflection of a democratically expressed will of the Ukrainian people.
The delegation is part of the Assembly’s ad hoc committee to observe the parliamentary elections in Ukraine on 31 March 2002, established by the Bureau of the Assembly at the invitation of the President of the Verkhovna Rada. During this visit, the delegation met a representative cross-section of political parties and electoral blocs, officials from electoral bodies, including the Chairman of the Central Electoral Commission, representatives of the government, civic society and the media, as well as international observers from the OSCE election observation mission and members of the diplomatic corps in Kiev. A meeting with the President of Ukraine is scheduled for Saturday 2 March. The purpose of the visit was to evaluate the political climate in Ukraine in the run-up to the elections and, if need be, make recommendations to the authorities concerned.
