I. EXECUTIVE SUMMARY
Opposition parties are alleging unequal campaign conditions and complaining about the abuse of administrative resources. This contributes to a low level of public confidence in the electoral process.
Electronic and print media offer voters a diverse range of political views. Despite a generally improved media environment, monitoring indicates that the publicly owned media strongly supports the pro-presidential bloc "For a United Ukraine".
The Central Election Commission is well organized and works transparently and efficiently. The EOM has received a very good co-operation from the CEC and other governmental agencies.
The amended election legislation is a significant improvement, but questions remain about the enforcement mechanisms especially for election violations.
