GENDARMES ARE PREPARING
One of the Free Forum posters on Wednesday the 28th posted a document which
we desided to publish, despite of our unability to certify its authentity.
We do so not only because this poster before has published documents and
intentions on our forum, which afterwards were proved to be the real
Bankova street's masterpieces. We believe, that the text of the report itself,
that follows, can be trusted, because this is the scheme of information
collection during the last years of the former Soviet Union.
As the "Criminal Ukraine" internet-newspaper
(http://www.cripo.com.ua/?sect_id=4&aid=268) states, this text was spread
among all the heads of regional central administrative boards of the Ministry
of Internal Affairs, for execution.
We are convinced that, judging from the issues set in the document, this
information is to be collected by SBU (Ukrainian State Security Service), more
specifically - the "T" administration, which besides struggling with terrorism
is meant to monitor, paradoxical as it is, observing the Constitution. In real
life this Administraion is a modified version of the 5th administration of
KGB, which is notorially known among the citizens as "gendarmes", or "political
police."
So we are speaking here about the POSSIBLE brutal violation of the
Constitution, the citizens' rights and freedom. Such information collection is
against the law, and he who provides it and collects the notes, is a criminal,
and his actions are subject to criminal offence and prosecution. Involving the
secret services into the political struggle, which is a common practice these
days, can bring about the most dangerous consequences to the state of Ukraine,
brings doubts about the officers' truthfulness who pledged for loyalty to the
People of Ukraine, and creates a dangerous precedent.
Keeping in mind that there were remarks on the Forum about provocation and
threatening, we publish the information as a warning to those structures and
forces in Ukraine that violate the Constitution, or are about to. We are
watching you!

Structure of regional report
1. Brief overview of the social and political situation in the region
concerning the civil protest actions on August 24 and September 16 2002 (3-5
sentences)
2. Total number of registered parties and political organizations in the
region.
3. Out of this number, which ones are in opposition (specify title, location,
addresses, phone numbers, members of boards, quantity of local groups and
members, sources of financing)
4. Which parties or movements provided the basis for destructive forces'
headquarters for actions organization.
4.1. Title, location, addresses, phone numbers.
4.2. The board of the headquaters, number of members, to which parties belong,
members of family, posession of businesses and/or real estate.
4.3. Activists who are responsible for organizational work with citizens.
5. Coordinators and organizers (by name), who visited the region to settle
organizational and financing issues; which tasks were dealt with.
6. Actions planned for 24.08 and 16.09 2002.
6.1. Number and location, purpose, mottos, presumed number of participants.
6.2. Transportation of the participants to Kyiv.
Transport, number of participants, route code, date, feeding, finiancial and
other supplies, accomodation conditions, availibility of the operational
escort.
7. Attitude of local authorities to the opposition.
7.1. Regional (oblast), local (rayon) and city administration, by name
(membership in parties, participation in preparation).
7.2. Proofs (operational information, publications, speeches etc)
8. Mass media
8.1. Presence of oppositional mass media (specify the full constituency data,
the real address, source of financing).
9. Source of financing for the actions.
9.1. Full constituency data for juridical and physical persons that provide
financing.
9.2. Cash (reward size, cashiers, place where the money is kept etc)
10. Compromising materials on the persons described above.
10.1 Operational information (specify stories)
10.2 Operational register cases (date, code, story)
10.3 Administrative protocols (date, code, story)
