Yesterday, 22 May at 3.20 p.m., right after the end of the picketing of the Kyiv- hosted 5th All-European Conference of Environmental Protection Ministers “Environment For Europe” by various civic organizations, two picket participants (the members of the All-Ukrainian organization “Civic Control”) were assaulted and severely beaten by unidentified persons.
The Chumasslov family, presently being treated in the hospital for various head and internal organ injuries, are the active participants in the struggle of Michailivska Slobidka neighborhood (located in the Darnitsa region in Kyiv) dwellers against the despotism of the leaders of the local enterprise “Kyivmiskavtoresursy” Ltd. The latter are accused of misappropriating the local land and of conducting the business practices that are insanitary and harmful to the environment and to anyone living in the area. The couple has already been harassed in the past: thus, their house was deliberately set on fire, for which criminal investigation is been conducted.
The victims of the assault believe that their cruel beating was actually a planned assassination attempt. Indeed, why did the assailant, a fit brawny man, put on a mask on his face in the middle of the scorching day, followed Mr. Chumasslov and then attacked him with numerous punches which were too heavy and targeted to suggest a mere case of hooliganism? The attacker had an accomplice- a mask-wearing woman, with no special features to mention. It looks as though it was only owing to the ferocity unexpected by the perpetrators of the assault with which Ms. Chumasslova met their attack, as well as due to the pulling up of the minibus that the assassination attempt failed.
There are too many reasons to believe that this incident was indeed a contract killing attempt (or at minimum an effort to inflict irreparable damage to health), and only one to suggest that it was not directly related to the victims’ civic actions in Mickilska Slobidka neighborhood, namely their participation (together with other members of the Kyiv affiliate of “Civic Control” group) in the picketing of the Environmental Protection Ministers’ summit.
This version is bolstered by the fact that the Darnitsa Court Judge Mr. Chauss, at the request of the Kyiv City Administration, “in the name of Ukraine” and without appeal, prohibited on 20 May, 2003 any picketing of this event. Although the small demonstration was only planned as an attempt to educate the summit participants about the “ecocide” cases committed by the Kyiv City authorities against the Kyivites, their reasoning was dismissed by the officials on the grounds that “any mass actions at this time may destabilize civil order and cause massive upheavals, such as through blocking the traffic routes and by encroaching on the rights and liberties of Kyivites”. The City administration also argued that “in that situation, seizure of buildings, resisting the authorities with various items that could be used as weapons and thus cause the loss of life and other grave consequences cannot be ruled out”.
In view of these warnings, a natural question arises: was it not the intention of the organizers of the assault to sustain the omnipresent feeling of fear by attacking the participants in the peaceful demonstration which took place on May 22, despite the absurd and non-constitutional ruling?
Be as it may, it is very difficult to perceive any pecuniary motivation behind attacking the young couple- they did not carry any bags nor wallets, and it was only a short walk for them to reach their home from the International Exposition Center…
