Ukrainian Nuclear Energy Threaten European Safety


The resources of Ukrainian Nuclear Energy are finishing. For today, 56% of equipment at 13 nuclear energetic units require to be repaired or changed. The majority of these equipment is responsible for safety of nuclear power station exploitation. In the same time Ukraine does not have the means for the restoration, modernisation and maintenance safety of nuclear power stations.

Complex programme on modernisation and raising safety of energetic units of nuclear power stations in Ukraine does not execute, due to this on 15th August 2003 Pechersk Regional Court of city Kyiv has recognised the an inactivity of government as illegitimate in the field of securing nuclear safety in Ukraine. Officially the court has recognised that the condition of nuclear energy threaten to safety living and health of people, environment and eco-safety.

Nuclear Power stations are exploited unlawfully. Eleven of existing thirteen nuclear energetic units at Ukrainian Nuclear Stations function with violation of legislation, without obligatory license on exploitation.

Except this, two out of date, soviet style nuclear units are building in Ukraine of VVER-1000 at Khmelnytsk and Rivne Nuclear Power Stations (K2/R4), where, even hypothetical, it's impossible to ensure the level of safety correspondingly to European standards.

Ukrainian Nuclear Energy is very close to catastrophe, which threaten to life of inhabitants not only in Ukraine, but in the whole Europe and World.

Special concern is raised by attempts of Ukraine to finish building of K2/R4 by itself, without attraction of European investors. Ukraine finally refused from European money for the finishing the building. The Vice-prime Minister of Ukraine Mr Vitaliy Gayduk declares about this on 23 August 2003.

The building of K2/ R4 is continuing from 1993. From that moment it was found that for ensure safety of this objects it's necessary to take a lot of measures to modernise projects of 60 - 70ss. The corresponding programme on increasing level of safety at Kh2/R4 was
worked out.

K2/R4 Modernisation finishing their building has had to be financed by European credits in total on $1,46 billions. But on 30 November 2001 Ukrainian Government and President suddenly rejected to receive credit from Eruption Bank on Reconstruction and Development (EBRD) and from other European institutions as well. They condemned the conditions of
credits providing and asked Russia to take part in the finishing of building K2/R4 "on any conditions".

So for today, the building of Nuclear Power Stations (NPS) in Ukraine are continuing on account of internal financial resources. And it being known that national legislation on governmental expertise assessment do not take into account, human rights on safety
environment for life and health are broken and measures on modernisation and safety increase are executed in not enough volume. No possibility exists to realise public control over building of nuclear units.

Taking into account what was mentioned above, and that fact that European specialists do not participate in the building and not guarantee safety of future K2/R4, and Ukraine does not have enough own means to build K2/R4, without any consideration of their modernisation and safety increasing, it is possible to conclude that the threat exists that to old-date and dangerous energy units Kh2/R4, developed in 60-70s of the last century, will be operated in 2004.

The finishing of K2/R4 construction with own efforts of Ukraine is irresponsible and does not guarantee minimum safety of it future exploitation. This is causing the decreasing of nuclear safety in Ukraine, what does not exclude negative consequences for neighbouring countries and Europe as a whole.

We, who signed bellow, considering all responsibility on own position, are strongly against irresponsible and unconsidered policy of Government of Ukraine in the field of Nuclear Energy and guarantee nuclear and radioactive safety.

We demand from Cabinet of Ministers of Ukraine:

1. To begin execution of "Complex Programme of modernisation and safety increasing of energy units of Nuclear Power Stations";

2. To stop the building dangerous and old-date energy units Kh2/R4;

3. To invest means, instead of the building of Kh2/R4, on full modernisation, reconstruction and safety increasing of already existing energy units at 13 Ukrainian nuclear power stations.

    The Ukrainian Nuclear Energy industry is running our of resources. Presently, 56% of equipment at 13 nuclear power plant blocks require relair or replacement. The majority of this equipment is responsible for the safety of exploitation of nuclear power plants. At the same time, Ukraine does not have sufficient resources for the restoration, modernisation and maintenance for the sake of the safety of the nuclear power plants.

    A complex programme of modernisation and raising safety of power blocks of nuclear power plants in Ukraine is not running. Due to this on the 15th of August, 2003, Pechersk Regional Court of Kyiv city has recognised the inactivity of the government as illegitimate in the field of securing nuclear safety in Ukraine. Officially, the court has recognised that the condition of nuclear energy threatens the safety of living and health of the people, the environment, and compromises eco-safety.

    Nuclear Power plants are exploited unlawfully. Eleven out of thirteen existing nuclear power blocks of Ukrainian Nuclear power plants function with violation of legislation, without obligatory license for exploitation.

    Except this, two obsloete, soviet style nuclear units are being built in Ukraine of VVER-1000 at Khmelnytsk and Rivne Nuclear Power Plants (K2/R4), where, even hypothetically, it's impossible to ensure the level of safety compliant to the European standards.

    Ukrainian Nuclear Energy Industry is very close to a disaster, which can threaten life of inhabitants not only in Ukraine, but in the whole Europe and the world.

    Special concern is raised by attempts of Ukraine to finish building of K2/R4 by itself, without attraction of European investors. Ukraine finally refused European money that has been proposed to aid finishing the construction. The Vice-prime Minister of Ukraine Mr Vitaliy Gayduk has declared this on the 23th of August, 2003.

    The K2/ R4 has been being built since 1993. Since then, it turned out that it was necessary to take a lot of measures to modernise the projects of the 60s - 70s in order to ensure the safety of these objects. The corresponding programme for increasing the level of safety on the Kh2/R4 was developed.

      Принмая во внимание все, что было сказано выше, и учитывая тот факт, что европейские специалисты не принимали участия в строительстве и не гарантировали безопасность Х2/Р4, и у Украины нет достаттончо средств для достройки Х2/Р4 с учетом их модернизации и повышения безопасности, мы можем заключить, что существует опасность того, что устаревшие и опасные энергетические установки Х2/Р4, разработанные в 60-70-е годы прошлого века, начнут свою работу в 2004.

        Принмая во внимание все, что было сказано выше, и учитывая тот факт, что европейские специалисты не принимали участия в строительстве и не гарантировали безопасность Х2/Р4, и у Украины нет достаттончо средств для достройки Х2/Р4 с учетом их модернизации и повышения безопасности, мы можем заключить, что существует опасность того, что устаревшие и опасные энергетические установки Х2/Р4, разработанные в 60-70-е годы прошлого века, начнут свою работу в 2004.


        Саме це мене і заплутує. Саме це "without" я і не можу зрозуміти.

          думаю, писал не native speaker, (плохой) перевод с немецкого? По монструозности построения фразы похоже. Но иначе перевести не выйдет, хотя я прекрасно понимаю ваше затруднение :).

        Зважаючи на вищевикладене, а також на те, що європейськi спецiалiсти не беруть участi в
        будiвництвi та не забезпечать майбутню безпеку ХАЕС-2/РАЕС-4, а в самiй Українi бракує коштiв
        навiть на добудову АЕС, не говорячи вже про їх модернiзацiю i пiдвищення безпеки, створено
        загрозу того, що вже наступного 2004 року будуть запущенi два застарiлi i небезпечнi енергоблоки
        ХАЕС-2 i РАЕС-4, сконструйованi ще в 60-70 роки минулого столiття.

          спрашивается мы переводили с английского на украинский/русский то, что уже в оригинале было на украинском? Это было упражнение по повышению энтропии?? И надо было писать "even" в английском варианте, если у вас в оригинале "не говорячи вже". ИМХО.

    Абзац, який я не можу зрозуміти, я пропускаю.

    Далі, зверніть увагу на назви організацій (їх в англомовному варіанті повинен затверджувати фахівець, яким я не є), а також на зворот "safety increasing", який мені трохи ріже вухо, але аналога якому я придумати не можу. Можливо, поміняти на "maximizing the safety" чи щось в тому стилі.

This causes the decrease of nuclear safety in Ukraine, which implies a possibility of negative consequences for neighbouring countries and Europe as a whole.

    We, who signed below, realizing all our responsibility, are strongly against irresponsible and unconsidered policy of the Government of Ukraine in the field of Nuclear Energy and assuring the nuclear and radioactive safety.

    From Cabinet of Ministers of Ukraine, we demand the following:

    1. To begin the execution of the "Complex Programme of modernisation and safety increasing of power blocks of Nuclear Power Plants";

    2. To stop constructing the dangerous and old-date energy units Kh2/R4;

    3. Instead of the construction of the Kh2/R4, -- to invest resources for full modernisation, reconstruction and safety increasing of the existing power blocks at the 13 Ukrainian nuclear power plants.

    Ukraine’s nuclear sector is running our of resources. Currently, 56 percent of equipment at Ukraine’s 13 nuclear power plant blocks require repair or replacement. Majority of the equipment are nuclear control systems responsible for the safety of operation of nuclear power plants. Concurrently, Ukraine’s government and private investors do not provide sufficient funds for restoration, modernization, and maintenance, to ensure sufficient safety standards for the nuclear plants.

    Any comprehensive program for modernization and raising nuclear plants’ safety in Ukraine is not in place. Accordingly, on August 15, 2003, Pechersk District Court of Kyiv city has recognized the negligence of the government as illegitimate in the field of securing nuclear safety in Ukraine. In its official decision, the Court recognized that the condition of nuclear energy threatens the safety of life and the public health of the Ukrainian people, as well as the environment.

    Therefore, nuclear power plants are exploited unlawfully in Ukraine. Eleven out of the thirteen existing nuclear power modules of nuclear power plants are operated without obligatory operation license.

    Additionally, two obsolete, soviet-style VVER-1000 nuclear modules, are being currently built in Ukraine at Khmelnytsk and Rivne Nuclear Power Plants (named K2 and R4), where, even hypothetically, it is impossible to ensure the level of safety that would be compliant to EU nuclear safety standards.

    Ukraine’s nuclear power industry is at a verge of a disaster, which can threaten life not only in Ukraine, but elsewhere Europe and the world.

    We raise a special concern to the necessity of attempts of Ukraine’s government to complete building the K2 and R4 by themselves, without involvement of European professionals. The Ukrainian government finally refused European investors’ money that has been proposed to aid completing the two construction projects, as Vice-Prime Minister Vitaliy Hayduk had declared on August 23, 2003.

    The K2 and R4 nuclear plants have being built since 1993. Progressively, it turned out that the contractors of the project had to take substantial measures to modernize the project documentation, which was based on research from 1960s - 1970s, in order to ensure basic safety of these objects. A corresponding program for increasing the level of safety on the K2 and R4 projects had been developed.

    The completion of the K2 and R4 modernization works and the construction considered financing by loans from EU in the amount of US$1.46 billions. However, as of November 30, 2001, the Ukrainian government and the President suddenly refused to receive loans from the European Bank for Reconstruction and Development (EBRD), or from any other European institutions. They found the conditions of loan offers too burdensome and asked the Russian government to take part in completing the construction of the plants "on any conditions".

    Therefore, currently, dangerous, and possibly unnecessary, construction of the two nuclear power plants in Ukraine is proceeding at expense of scarce funds of Ukrainian taxpayers. We also emphasize that the national Legislation on governmental experts’ assessment did not take into account human rights for environment safety of life and health in this instance. Ukrainian government’s measures in modernizing and increasing safety of the plants are not sufficient. We do not see any distant possibility of establishing transparent public control over the construction of the nuclear modules.

    We believe that the decision to complete the construction of the K2 and R4 plants by the Ukrainian government independently is irresponsible and does not provide guarantees of minimum safety for the Ukrainian people. The decision will causes decreasing nuclear safety in Ukraine and Europe, which implies deteriorating relations with Ukraine’s neighboring countries and the European Union.

    We realize our civic responsibility. We are strongly opposed to the, as we believe, irresponsible and inconsistent policy of the Government of Ukraine in the area of nuclear power industry and in assuring nuclear safety of the Ukrainian People.

    Therefore, we demand from the Ukrainian government:

    1) to begin implementing the Comprehensive Program for Modernization and Increasing Safety of Modules of Nuclear Power Plants,

    2) to stop the construction of dangerous and outdated nuclear modules at K2 and R4 nuclear plants;

    3) Instead of building the K2 and R4 plants, -- to invest public funds in a comprehensive modernization, reconstruction, and raising safety of the existing nuclear power modules at the 13 Ukraine’s nuclear power plants.
