TALLINN, Estonia — Estonians voted Sunday to join the European Union, fulfilling what once seemed an unattainable dream for the small Baltic state, early results showed.

Supporters of joining the expanding federation of European nations had 67 percent of the vote, according to results from about two-thirds of polling stations.

The results showed 33 percent voted against" to taking part in the historic expansion of the European Union, according to Estonia's Central Election Commission reported.

More than 60 percent of 850,000 eligible voters cast ballots, though there was no minimum turnout requirement for the vote to be valid.

EU entry has been a top priority for every government since Estonia (search) regained independence amid the 1991 collapse of the Soviet Union.

The European Union is expanding from 15 members to 25 members in 2004 to include former communist countries in Eastern and Central Europe.

Poland, Hungary, Lithuania, Malta, Slovenia, the Czech Republic and Slovakia also have backed joining the EU in referendums. Latvia will hold a referendum Sept. 20.

Of the 10 candidates, only Cyprus has decided not to hold a vote on membership.
