      When Senator Henry "Scoop" Jackson pushed through an amendment in 1972 that withheld most-favored-nation status from countries that restricted Jewish immigration, the Soviets must have been amused. Brezhnev's KGB opened the gulags and sent thousands of criminals to the U.S. and Israel. After the collapse of the Soviet Union it got worse; in 1993 a Russian immigration official estimated that five million criminals would end up in the West. Now there are thirty Russian syndicates in seventeen U.S. cities, not to mention the rest of the world. They launder drug money, counterfeit $100 bills, engage in stock market and Medicare scams, sell helicopters to the Colombian cartel, and penetrate the National Hockey League. By controlling more than 80 percent of Russia's banks, much aid money has been siphoned off.
      In 1992, the FBI was still mopping up the Italian mafia, and only beginning to realize that they had been ignoring a bigger problem. For one thing, Russian mobsters aren't as well-behaved as Italians; they will even go after journalists and cops. Author Robert Friedman should know -- the biggest Russian mob put out a $100,000 contract on him after he wrote a piece for the Village Voice. The magazine supplied him with a bulletproof vest and some getaway money, but the FBI told him he was on his own, because they couldn't jeopardize their "sources and methods."

      Ukraine's State Security Service [SBU] barred controversial businessman Vadim Rabinovich from entry to Ukraine for five years on June 24. Rabinovich, an Israeli citizen, was banned for hurting the Ukrainian economy and he was linked to a reputed organized-crime figure.
      
      That person, Israeli citizen Leonid Borisovich Wolf, has been banned from Ukraine since December, authorities said in announcing the Rabinovich ban. The government called Wolf a suspect in several unsolved killings and cited his suspected ties to organized crime.
      
      Rabinovich, 46, who was not formally charged, is generally considered Ukraine's leading media magnate. He has extensive holdings in local press, radio and television. The Ukraine-born tycoon is also active in the nation's Jewish community.
      
      The SBU press release accused Rabinovich of involvement in "activities doing considerable damage to Ukraine's economy."
      
      Rabinovich told the Unian press agency, which he owns, that the SBU decision was "either an unfortunate mistake, or a provocation." He left Ukraine during the morning of June 24, the day the government order became effective. Ukrainian authorities did not hinder his departure.
      
      Stolichnye Novosti, also Rabinovich-owned, issued a press release on the same day condemning the SBU's decision: "The so-called decision against the head of the United Jewish Council, president of the All-Ukrainian Jewish Congress and well-known businessman Vadim Rabinovich is a provocative action, and the country's government has nothing to do with it."
      
      Speaking at a June 30 press conference in Tel Aviv, Rabinovich identified Volodymyr Horbulin, the powerful head of Ukraine's National Security and Defense Council and one of President Leonid Kuchma's closest associates, as having engineered his dismissal.
      
      "There are irreconcilable differences between Horbulin and me," Interfax reported Rabinovich as saying. Rabinovich identified three potential points of conflict.
      
      One, Rabinovich has alleged publicly that he was forced out of the lucrative Studio 1+1 television station by Kuchma supporters. Two, he said that Ukrainian Jewish organizations, possibly linked to Horbulin, are using donations from international Jewish groups illegally. Three, he said that Horbulin is trying to gain control of Ukraine's Jewish community and the national mass media, while "forcing Vadim Rabinovich out of it."
      
      Rabinovich also denied any links to organized crime or contract killings, and pleaded to return to his native Ukraine, even if it means facing possible charges from the Security Service.
      
      "These absurd charges in the statement by the press-service of the Ukrainian Security Service do not correspond to fact," he said. "I am ready to testify to the facts on that issue any time in Ukraine's territory."
      
      "People involved in the activities of Mr. Wolf, who is mentioned in the [SBU] statement, are present in Ukraine's territory today. Moreover, they are relatives of Mr. Horbulin," Rabinovich added.
      
      Horbulin declined to respond to Rabinovich's allegations in detail, saying, "It is ridiculous for me to enter into a debate with a foreign citizen." However, Horbulin - President Kuchma's foreign-affairs specialist and one of his most trusted friends — told Interfax on June 30, "I can hardly imagine a situation, where the secretary of the National Security and Defense Council can be in conflict with a foreign citizen."
      
      Other sources mention other possibilities for the government's actions. A June 26 Zerkalo Nedeli article reported Rabinovich told a foreign intelligence agency that Ukraine was preparing a shipment of heavy weapons to Yugoslavia.
      
      This isn't the first time Rabinovich has been kicked out of a country.
      
      The U.S. government revoked his visa in 1995 and placed him on the list of undesirable foreigners for his alleged connections with the Swiss-Austrian firm Nordex, which was accused by the U.S. Central Intelligence Agency of illegal arms trading and money laundering. Rabinovich denied the allegations at the time, saying he only participated in one Nordex deal as a Ukrainian subcontractor.
      
      Rabinovich spent nine years in a Soviet prison in the early 1980s. He was convicted on a charge of theft of state property, but was released early. Later, the violation was erased from his record.
      
      Rabinovich is considered one of Ukraine's wealthiest men. Rabinovich himself has described his wealth as a "mere one or two million."
      
      His businesses include fur, jewelry and cosmetics trading, banking, investment and advertising. He also owns or is involved in a TV station, several newspapers and a news agency. The Associated Press estimated Rabinovich's annual gross income at $1 billion.

Times, "TV Venture by Cosmetics Heir Raises Questions," Zionist mogul and former U.S. ambassador to Austria Ronald Lauder, has united with Vadim Rabinovich, a Ukrainian millionaire who spent nine years in prison for theft and has ties to the Jewish mafia in Ukraine, to build a media empire--Central European Media Enterprises-- in the countries of the former Soviet Union.
        
        The Jewish owned Central European Media controls television stations in seven East European countries in the region. Ukrainian TV is controlled by its subsidiary, the Studio 11 Group, its local partner in Kiev.
        
        Rabinovich is linked to Grigory Loutchansky, a Russian-Jew, whose company, Nordex, is believed to be a front for the Russian-Jewish mafia.
        
        The Times says, "Rabinovich was jailed from 1982 to 1990 for theft from the state. He said in an interview that he had been chief of a construction brigade and had sold goods to private customers. He said he had committed no real crime and had been persecuted for being Jewish.
        
        "...Central European Media sought to expand into Ukraine a year ago. At the outset, Fertig (its chief of operations) said, its representatives were referred to Rabinovich and his partners by a close adviser and assistant to President Leonid Kuchma of Ukraine, who praised the Ukraine group. And when questions arose about the legality of the broadcast license received by the joint venture, the same presidential adviser obtained a letter declaring that the license had been awarded properly.
        
        "...(C)oncerns about his business activities led the British government to bar Loutchansky from entering the country...An intelligence summary prepared by a Western government, and corroborated by senior U.S. diplomats, said Ostex, one of Rabinovich's companies, had been created as an arm of Nordex, a claim that Rabinovich disputed.
        
        "In the interview in his office in a modern building in Kiev, Rabinovich said he had worked with Nordex for about a year but had broken off the relationship two years ago because of bad publicity about Loutchansky. He said his companies, which are engaged in many businesses, had only legitimate interests...
        
        "Lauder, whose mother founded Estee Lauder Cosmetics, created Central European Media in 1994. He predicted last year that the company would have annual revenues of $1 billion within five years, but it has run up steady losses to date. The company reported last month that it lost $30 million in 1996 compared with losses of $18.7 million in 1995 and $20.5 million in 1994.
        
        "When the company sought to enter the Ukraine market a year ago, Fertig said, its executives were referred to Rabinovich and his partners in Studio 11 by Oleksandra Volkov, an assistant and close adviser to Kuchma. Western diplomats and businessmen said Volkov also owned a piece of Studio 11, but Fertig said he was unaware of that investment.
        
        "Along with the recommendation from the presidential adviser, the company executives also were impressed by a photograph in Rabinovich's office that showed him with President Clinton and Vice President Al Gore, according to a person close to the company.
        
        "The photograph was taken in late 1995 at a Democratic fund-raising party in Miami, Rabinovich said. He said he had not donated money to the Democrats but had been invited to the event by Bennett LeBow, an American businessman whose interests include Liggett Group, the big cigarette manufacturer.
        
        "...Last summer Central European Media negotiated a partnership agreement with Studio 11 Group that gave the American company a 50 percent economic interest in the operation, which was broadcasting about five hours a day on Ukrainian television.
        
        "Studio 11 received a license last fall to expand its broadcast time on Ukraine's commercial channel, UT 2, to nine hours a day, including prime time. The license, also sought by other companies, was issued despite a moratorium imposed by Parliament.
        
        "...The Ukraine deal is important to Central European Media. In a stock offering last fall, which raised $132 million, the company said the Ukraine partnership had more than doubled its market reach.
        
        "A cablegram from the embassy to the State Department in Washington in September raised questions about Rabinovich's background and said he was 'largely considered beyond the reach of the law in Ukraine,' according to a copy provided to The New York Times."
