Ukrainian premier-minister V. Yanukovich and Moskow mayor Yuri Luzhkov arrived to Lugansk this Sunday, on their way to Severodonetsk to participate in the congress of the local authorities’ and executive bodies’ representatives of the south-eastern regions of Ukraine.
Yanukovich’ plane landed at Lugansk’ airport at 9.55 GMT+2, the plain with Luzhkov arrived there at 9.15.
After the short conversation both politicians will go to Severodonetsk to the planned congress expecting 3,5 thousand of delegates from the 17 regions of Ukraine - Donetsk, Dnepropetrovsk, Zhitomyr, Zaporozhye, Zakarpatye, Kirovograd, Lugansk, Nikolayev, Odessa, Poltava, Sumy, Kharkov, Kherson, Cherkassy, Chernigov, Krimea and Sevastopol.
As was said before, one of the main congress’ questions will be the possible creation of working group for the creation and formation of tax, payment, banking, financial system on south-eastern regions.
Previously the authorities of Donetsk, Dniepropetrovsk, Lugansk and Kharkov regions initiated the changes in their executive system, directed to the expanding of region authorities’ powers. There is a discussion concerning the possibilities of conducting a referendum for autonomies creation. This question is supposed to be discussed at the said forum.

Комментарии: думаю, следует также добавить инфу о том, что действительно там обсуждается и откуда есть представители. А то в серьезный сепаратистский настрой Днепропетровщины, Харьковщины, не говоря о других областях (кроме Донецка, Луганска и Крыма) мне совсем не верится. Плюс можно бы добавить о неприятии Харьковским горсоветом решения их же облсовета.

At the congress in Severodonetsk the political situation and the defence of constitutional order in Ukraine is discussed.http://www.liga.kiev.ua/news/show/?id=129754
The only question is discussed there - "On the political situation and the defence of constitutional order of ukraine".
The head of Lugansk regional council Viktor Tykhonov presented a report before the congress, in which analysed the present situation and urged to create an interregional council. Ha also said that the most actual slogan for now is "Motherland endengered".
V. Tikhonov said thet authorities must exert power and courage in defence of a country. He also disagreed with an idea of referendum in regions, arguing that such referendum is unacceptable and will be blamed by the descendants.
The discussion concerning this report started with the speech of the head of Donetsk regional council Borys Kolesnikov, which thinks that Ukraine is now in a state of emergency and that not only opposition, but Parliament as well is acting beyond the legal boundaries. He insists on conducting regional referendums for the express of distrust to all state authorities and for the creation of a new South-eastern state in form of Federal republic with the capital in Kharkov.
He also expressed his support to the head of Central election commission Sergey Kivalov, and the congress greeted his words with cheers.

Закарпатський УБОЗ виступив на боці народу проти місцевого крим
Zakarpathian “Struggle against organized crime” police department(hereinafter SAOC PD) sided with people against local criminals.Accorditg to the information from the head of Zakarpatian regional organization of “Peoples’ Movement (“Rukh”)” Volodymyr Pipash, the spontaneous demonsration took place at November 27th near the Regional office of internal affairs under the slogan: “Police is at the people’s side”.
In his speech before the Uzhgorod inhabitants V. Pipash said that the purpose of this demonstration of many thousands is a defence of people’s constitutional right to elect the authorities. Also, the poulation of a region was enraged by the recent orders from the head officers of regional police department to free 200 arrested criminals that had weapons, identity documents of Police and Interpol officers, agitation materials in support of Yanukovich, and by the following decision of a regional prosecutor to start a criminal case against 40 SAOC PD officers that arrested said criminals.
„In view of such a situation the officers conducted a meeting were they declared their distrust to the Head of regional Police department mr. Vartsaba and his deputy mr. Roosyn”, - said Volodymyr Pipash, and also added that those freed bandits are still present in the region.
At the same day at the a press-conference the deputy of a head for the regions SAOC PD Ivan Rakhovsky said that they have an information about the lists of Rukh activists drawn up by bandits, and that these lists are still possessed by those bandits. Ivan Rakhovsky said: „We are tired to execute the orders of a criminal Paulio”.
The criminals mentioned above attacked the polling (election) centers during the sad-known events in Mukachevo this spring and in course of the 1st and 2nd rounds of presidential elections. These were those criminals that beat Parliament deputies Yury Orobets and Stepan Khmara in the town of Grushiv during the first round of Presidential elections.
While commenting the conress of separatists in Severodonetsk, organised by Luzhkov (Moskow mayor) and Yanukovich (Ukrainian premier-minister, candidate in presidential elections), V. Pipash said: „I’m not surprised with the participation of some deputies of a Zakarpatian regional council at this congress, which are playing separatism, such plays already occurred in our country at the beginning of 90-s in past century”.
